Link a rollover button to an flv

I would like to know if it is possible to link a rollover button that was made in PS to an flv that was created in AE. I thought this would be easy, and have read numerous tutorials, but so far can find no way of doing this. This is so easy in Encore, and if I export as SWF out of Encore it works the way I would expect it to in a browser. Actually Encore would do what I want if the background were not a video size display in all browsers.
It boggles my mind it can not be done in DW. Is there a work around, like embed the flv in a second html template, and link the rollover to that. Its odd that I can link the rollover to a quicktime, but not an flv.

Also I am trying to use DW to create an interactive CD that will open in all browsers. So far everything works with the exeption of flv links.
