PHP include rollover problem

I'm creating a site with a rollover menu. When I insert the rollover menu into a page using a php include, only a few of the rollovers actually work. There is nothing wrong with the rollovers I've tested them individually.

I just narrowed down the problem to a second php include. When I insert the bottom navigation bar with a php include everything goes to hell. Is there something wrong with using 2 php includes in a page?
