How to add a navigation bar in dreamweavercs3 using photoshopcs3 for mac

So im trying to learn dreamweaver and I got the Adobe classroom in a book for dreamweaver, and im going through the lessons and im stuck. Im trying to add a navigation bar to a page. The book says to use fireworks, but I don't have fireworks. From the steps it was describing in fireworks it sounded the same as slicing the image and saving for web and devices in photoshop. So I sliced the image and saved for html and images in PS. The book then said in Dreamweaver to go to the insert bar and choose fireworks html, so i figured the photoshop html I created would work, but no. And now im stuck and need your help. Every other option like insert navigation bar or insert rollover image wanted me to save each piece out 1 by one and in the on and off states for each image. Is there an easier and more efficent way to add a nav bar using photoshop cs3 and dreamweaver cs3 for a mac?
