SiteSpinner is the easiest to use program for creating nice-looking web sites without a lot of bells and whistles (which is what DW is really good for).
You can try a full-functionality version for a month before deciding if it's worth $50.
I have seen several very nice web sites created with this software by people who knew nothing about web design.
Their "clever idea" is to use absolute page addressing. Saves all the table stuff that screws up many beginners.
Frontpage costs much more and produces very messy HTML code, which is amazing after so many years and so many versions.
