It's very simple in DW. It a behaviour called "show pop-up menu." You can also create more advanced ones in Fireworks if you design there, and then edit them in DW. See if the manual gets you started now that you know what you're looking for. But basically, you highlight a link tag (image or text), and then in the behavior pallette add the show pop up menu behavior. Most likely on an on mouseover event. From there it's pretty self explanatory. It opens a sorta sub program that shows how the menu will look and takes you through all the options.
