You'd create a flash animation of the size of the space neccessary on your page. Then just drag it from the site window (files window now) to the space on your page. DW will add the correct embed code, etc. Just like a jpeg for the most part. Just like all the flash animations adorning this page you're looking at right now.
There's not much workflow between them. You might be able to set up where double clicking on them opens up the flash project automatically or something like that, but there's not a lot of workflow to be had.
