banner that expands on rollover

Greetings all,

Is it posible to make a 728 by 90 px banner expand to say, double the height size when the mouse rollsover. It is for a website which I am not directly the administrator, so the question is, does it require something written on the website's script or is it possible to make it just as a .swf.

Can someone provide me with a sample flv.
