Rotating JPEGS in flash is choppy

Hi,

I got a little problem with a slideshow I am doing.
I need to zoom in and rotate a bunch of photos and dissolving them over each other. Everything works fine until I rotate the pictures which always looks extremely choppy no matter what I do.

I work with 25 frames per second in Flash CS4. Pictures are placed in movieclips and I use a movieclips with a tween on the alpha for the fade in which is placed on the stage and then animated with a motiontween on scale/postition and rotation.
Smoothing is activated, the problem is plain on the rotationside. If I rotate a vector object its a smooth rotation... any hints??
