How Can a 10 minute video be played from minute 9 quickly?

Hello,

I know it's possible, Youtube does it, and others, but how is it possible to play, for example, a 'start point' from let's say, minute 9 and on, in a 10 minute video in flash? (see here, our Work in Progress) (If you want to see the last part, you have to wait until the WHOLE thing downloads)
