Flash Video Encoder CS3 settings?

I was just wondering if anyone had any tips on what the best setting are for this app?
I've been using the preset for Flash 8 DV Large (700kb) with some good results and I know the Flash 8 High Quality (700k) is good- and they're essentially the same except for the DV one does has De-Interlaced checked in the preset.
My question is, what are the ideal settings to be using in this program? Should I de-interlace and change the frame rate to 30 or leave it normal and keep the frame rate as same as source?
And for Quality, if I do custom is there a drawback to bringng it above 700k other than the file size will be larger? I know when you go too high with say mpeg-2s for dvds it won't play in some dvd players.
Also what's to be taken into consideration with Keyframe settings? It's on Automatic, but I'd like to understand when you'd want to set it manually and what would determine what value you'd choose?
But still the important question is the first, should I use the High Quality (700k) or the DV (700k). Some footage is DV video at 29.97fps, some are 29.97 with the animation codec from AE, and some are just H264... if that helps.
