Tom BradyCloner, Joints and delay!

Hi guys,

I am hoping you can help as I just can't seem to get this to work.
Here is my project file: http://f1.creativecow.net/4008/animation
and what I would like to do is when the joints move and stop I want them to jiggle a bit. I tried adding in the delay effector but it doesn't seem to want to work on the joints.
I am at a complete loss so thank you for any help/advice.
