Hair/light interaction is controlled elsewhere since it's a post effect. Either add lights to Render Settings/Effects/Hair Render/Lights - Exclude or add a Light tag (right-click on the light choose Hair Tags/Light) to the light(s) you want to exclude and uncheck Include.
