If all or most of your illumination is coming from a texture source and you're using standard (not stochastic) GI, you really need to amp up the sample count and quality to minimize flicker. Of course that means long render times. At some point it may make more sense to use stochastic mode with low samples along with scene motion blur, which helps to blur the samples.
