Particle noise position

Particle noise position

Hi,
I'm trying to give a noise type position to particles so that they start still at 0 wiggle at 30 and are back to quiet at 60. I tried with wind but using turbulence send them flying and they won't stop.
Tried with a Noise space warp but it doesn't influence the particles.
It's like i'm missing some sort of inertia that quieten them.
Any help would be greatly appreciated,
