No, you do not need a separate audio card and you can work on your laptop using either headphones or external powered speakers.

Since this is your first time using Garageband and are a PC user, I thought that I would point out some settings that will help you get the best performance out of Garageband...
First go under your blue Apple menu up there in the upper left and go to the System Preferences. Once there check on the "Energy Saver" picon -- see below...
Once you click on the Energy Saver picon, it will give you access to the choices and you will want to set the settings as you see below...
I then tweak my settings to protect my monitor when I am not using it and click in the check box to allow my monitor to go to sleep -- doing so, changes the "Highest Performance" setting to show "Custom Settings". It will look like the settings that you see below...
