one thing that does seem odd is that PCM is generally 1536kbs not 224kbs...maybe the program stream combined with that audio is messing the program up.

can you export elementary streams from Premiere? If you can I would suggest you output the video and audio separately, import the video into the application and see if it will create a simple disc with just video on it.

there is also a program called GSPOT that will let you look at the headers of your MPEG to see what is going on in there..
