After outputting DVD, buttons drifting/not lined up

Ok.. So I created a 720x486 motion menu in AE. Exported it..
Then I made a one layer photoshop file, same 720 x 486, one layer, just 5 px wide lines at 255 Red, (lines as buttons) for the subpicture.
Now. When I bring in the picture in as a subpicture for the motion menu, it appears to only line up with the titles if the motion menu attributes are set to stretch. It looks good in the preview and simulate windows.
After I outputted it though the lines/buttons are not where they should be, they appear to be drifting slightly up
Any ideas?
Originally I had made a AE motion menu at 720x540 with a same size dimension PSD subpicture file and it looked terribly compressed and blurry, assuming b/c DVD it is stretching it.. so at the 720x486 setting it looks much better but I cannot for the life of me get the buttons to line up properly
