Ok, ok. Figgered it out.
The renaming works as long as you don't rename the layer yourself. As soon as you double click on the layer's name, rename it and hit enter, if you drag and drop another photo (or video) file onto that layer, it will no longer inherit the name of the new file. Same with text layers. I worked myself into a hissy one day trying to figure out why the name of my text layers wouldn't rename themselves.
There's your answer.
