Adjusting Clips Speed

I want to adjust the clip's speed in the time line. Page 350 of the manual says I can press and hold down the Option key over the the start or end of the clip. I get the slip tool instead. If I'm on the edge of the clip I still don't get the retime pointer as shown in the manual. Any ideas?
