Editing Waveform so it does NOT pass horizontal white lines?

Hi I need some help here... I have the same track from two different sources. Both are in uncompressed WAV but one has used some processing that does not let it go past the horizontal white lines in Edit View... Here is what I mean:

NON-PROCESSED WAVE FORM:

PROCESSED TO NOT PASS WHITE LINES ON BOTTOM/TOP OF WAVEFORM:

What effect (and settings) should I use to get this type of limiting/normalizing that is done to the second waveform?
