Try Clip Wrap, free trial & only $50 if you purchase it. If you're lucky you should be able to go straight from .mts to ProRes.

Note: "Scan Lines" means your footage was interlaced. You should use a de-interlace filter to get rid of it, shrinking the resolution isn't the good way to deal with interlaced fields.
