Best HD Compression

Anyone know of a good compression setting for HD video? Im trying to get my file within a 500mb file size for uploading to Vimeo. Ive tried many things but am unable to really make the video pop. See the quality of this video for instance,

Im shooting with a Sony HDR FX1 and using Final Cut Express HD and After Effects CS3 for all my work. Thank you
