The Canon HV20 HDV camcorder is pretty good in low light, especially at the 24 shutter setting of the 24f mode. I just shot a play with that setting. You can also go down to a 12 shutter setting for more light gathering if your subject doesn't move around much.

Best of all, it's only about $800. and records to $3. DV tapes.
