That's a poorly worded document and offers no reason why HDV footage would be restricted, even though by their own definition it qualifies as an HD recording format. And unlike the BBC they don't mention restrictions on footage from the HVX200, which has a decent recording format but with marginal resolution. This looks like something written by owners of expensive HD cameras who can't accept what HDV has to offer, and can't find a logical way to define why better equipment is still desirable. If there's no technical way to describe why HDV isn't adequate for broadcast production purposes, then it's just snobbery to exclude it with no explanation.

Meanwhile, I hear that the entire third season of "Deadliest Catch" was recorded using HDV cameras, and I haven't seen any image problems on that show which bothered me as a viewer. Go figure...
