HDV to Broadcast BetacamSP

We are producing an press kit of footage for a client that was shot in HDV 1080i60. Unfortunately, we have to ingest it via firewire and go from there. The final medium for delivery to TV stations will be analog BetacamSp tape. So what's the best workflow to get from HDV which is UPPER FIELDS to Analog NTSC which is LOWER FIELDS without having field issues?
We realize we have to have a 4x3 centercut version. The issue remains what codec to edit in and output to miniDV or HDV tape, or a DVCPro deck.
We have a local dub house that can make dubs from HDV tape, but will that transfer introduce artifacts?
