HDCam is compressed and whilst it may be a requirement for HD broadcast delivery, it would be better to go from the 8bit HD uncompressed to SD DVD directly. I recently went from Final Cut 10bit HD 4.2.2 to SD mpeg2, into DVD studio pro and made a fine looking DVD. From Media 100, I am not sure if you can make an m2v file directly from an HD timeline.

I also use my Decklink HD extreme card to do the downconvert from an uncompressed HD timeline to SD digi beta via SDI out. Also regarding HDCam machine hire, I find it cheaper to deliver a quicktime uncompressed HD file to a local facility (Sydney Australia) who transfer it to HDCam for much cheaper than your rental price.
