Your client really might do well to try to get the network people on board, to safeguard whatever network concerns they have. They will have to accept the bandwidth implications if the video is to be used.

Using a windows media format won't really do anything to ease bandwidth concerns.

There may be some confusion over streaming and downloading video. You really need to be able to do one or the other for the users to see the video. Streaming is frequently used to mean that the video starts playing - and is viewable - early in the file download process, rather than having to download the complete file and then play it locally.

Flash video streamed from a specialist Flash server (running Adobe Flash Media Server) can be configured to make it hard to download and keep the complete video (though a determined person with the right tools will probably break this).
