add clip to layer 2 of timeline in flame 2012?

In flame 2012 is it p[ossible to add a new clip from the desktop reels to layer 2 or above in the timeline? I have tried moving a clip onto layer 2 in it's own timeline then doing an insert edit on the desktop, this puts the new clip on layer 2, but it deletes the layer underneath!

surely there's gotta be a way of adding a clip to layer two in flame or is this a smoke only thing??? is there a hotkey combo I'm missing that puts the clip on layer two without overwriting whats there?

(yeah I know about the flame premium in smoke timeline thing, i'd prefer to use smoke timeline, but I'm a freelancer and the system I'm working on only has flame 2012 installed, not the smoke with flame premium tools combo)
