In the digital world 0 is the top end, as you know. From what I've seen -6 on peaks is as high as most audio levels go, so I assume the mixers use that default to allow the occasional excursion to 0. On smoke the meter moves from green to yellow at -12 and that's where I mix my program(me)levels. When outputting to legacy BetacamSP (not very often anymore) my levels on the VCR meters peak about +4 - +6 above zero. Thus, averaging -12 and peaking -6 on digital would be fairly standard for broadcast in the states, at least on PBS stations. HTH
