What happens when you try and preview HD on your broadcast monitor? Have you tried going into preferences and setting your preview to the corresponding HD format? The preview setting in preferences controls the signal that is sent to your broadcast monitor. If everything is setup correctly, and you have proper sync going to your HD broadcast monitor, then it would seem to be a hardware problem. It could be that your DVI ramp needs to be rebooted.
