There's got to be some other setting incorrect. There's no reason one should look good and the other shouldn't. Typically strobing or stuff that looks like the samples you uploaded is due to field/frame or field dominance issues.
On the Mpegsettings_image0006.jpg image you uploaded, I think the field handling should be set to interlaced, not frame, (if that's an option in that drop down box).
What I think is happening is you're selecting progressive frame output there, then in the Main Concept settings, you're switching it to interlaced. This will give you the strobing issue you're seeing. In your settings on your first post, you were selecting progressive or frame handling in Velocity, then deinterlacing that in Main Concept settings, which would also likely give you some odd artifcating.
This happens because you have Velocity doing unnecessary processing by outputting progressive, and Main Concept then deinterlacing that. If PAL is like NTSC (which I think it is when it comes to fields/frame issues), you want to output interlaced from Velocity and leave it interlaced in Main Concept. There are almost no software deinterlace filters or algorithyms that are worth a crap. They all add artifacts and potentially present field dominance issues, which is what I think you're experiencing.
Just to review a few things.
What is the origin of your still photos? A potential problem is that they're not sized correctly. For instance, if you bring in a photo and let Velocity resize it, there are a bunch of options on what it does, such as resize to fit, center, stretch etc. This can potentially cause problems since Velocity sucks at resizing still images. Then if you put that into your DVE, which is subpixel sampling it, you could experience more strobing issues.
Your photos should be sized in Photoshop (or another photo editing program) for your editing system's format (720x486 with .9 aspect ratio for NTSC, 720x576 for PAL with square pixels I think).
Another thing we do with still images is soften them some before saving for Velocity. We use a .2 gaussian blur in Photoshop, but any photo editing app can do it. Also make sure you reduce chroma levels to PAL levels...usually reducing chroma by about 20% does the trick on photos.
Yet another thing to try is to use the bandwidth limiter (if it's still in version 9 of VelocityQ) in the DVE to soften the DVE moves some.
