mpeg2 export - sound problem

hello i have a serious problem concidering exporting mpeg2 files, problem is that it makes sound peaks too high which leads to distortion, if i export only waw the peaks stay the same as on time line, and if i play the clip on time line it souds ok as well as it looks ok on waweform, but if i drag the slider up and down the clip the distortion can be seen (it does not occour on my other simmilar workstations)

i have 3 velocity work stations with the same configuration and i am using the same project on all of them, and i have a problem with only on one, if somebody had similar problem and knows a solution please answer to this post.
i would realy apriciate it
