Why in the world would you shoot 1080i and edit 720p? That makes no sense. Your sequence should always match your footage whenever possible. Then you export out a movie with current setting then take it into compressor and down convert to sd as pro res then back to compressor to make the m2v and ac3. NEVER go higher then 7Mbps on the max bit rate. Compressor has no min settings so you must be using something else or confused.
Menu files have to be down sized to the correct resolution before bringing them into dvdsp. NTSC is always 720x480.
