DVD by its nature cannot do what people expect it to do. There are no rollovers/mouse-overs like in Flash, no smooth transitions between different parts of video in stories, and there is no proper highlight anti-aliasing to name a few.
However all those features can be faked or simulated so that to some extent the will appear doing exactly that.
In your case, instead of making you menu loop by DVD means, you can duplicate your audio and video in Motion and bring the longer menu to DVD SP. The looping in such a case will appear very smooth, and only once in a while you will notice the jump when the actual DVD menu loops.
