Phil,
A single-layer DVD can easily fit 2 hours of program. You want your MEAN bit rate to be 4.0 with the minimum & maximum +/- 2.0 or 2.5 from the mean number. 9.3 is way too high for the maximum.
At these lower bit rates, you generally want to use a better encoder than Apple Compressor. If that's not possible, make sure that all the settings that affect image quality are turned up to the max. You will endure much longer encoding times, but the results will be worth it.
As you found out, use Dolby Digital, not AIFF. AIFF audio has a bit rate of 1.6, which leaves less bit rate for the picture and subtitle streams.
