The DVD has to be 720x480 non square. . Not even going to ask why or how you got that resolution.
Take your export movie back into FCP and make a 720x480 Anamorphic timeline ( use pro res as the compressor type. Drop your clip on to the timeline when it ask if you want to conform the setting to match choose NO. The image needs to fill the frame horizontally but it will have black bars top and bottom. Adjust the distort and scale ( in the motion tab) to make the image look correct if needed. Reexport this sequence and encode as m2v and make sure you choose 16:9 for the aspect ration.
You will want to match the field dominance of the original export all the way through the process.
