Actually you can do lots of things with the right tools. DVD After Edit is the tool that allows you to change the VOB files. But as I understand from your questions your abilities and skills are not up to the task. Almost everything, and certainly things you want to do can be done with DVD AfterEdit. But in your case you'd be better off hiring someone to do the job for you, or recreate the DVD the way you want it.
