A few things you might want to consider. All DVDs are 4:3 aspect ratio in the native MPEG2 encoding. They are stretched to 16:9 from 4:3 by the DVD player. Typically letterboxed video means that black bars are added to the 4:3 encode. Think VHS letterboxed. Full screen video is encoded 4:3 and playedback 4:3. If you want to target both 4:3 and 16:9, you may want two video tracks on the DVD. A full screen version and a 16:9 version. The issues is that 16:9 letterboxed on a 4:3 set is almost unwatchable depending on the screen size of the TV.
The best case way of handling this is to switch between full screen and 16:9 menus and video tracks at the very beginning. Render one set of menus and video for 4:3 and one set for 16:9.
