Actually you need to export _ALL_ your footage as PAL 720 by 576 (576i) before creating MPEG2. This requires extra steps in Compressor. First you convert your footage to 720x576, and then you compress the converted footage to MPEG2. Use Apple ProRes as intermediate codec so the quality loss would be minimal. At the final compression stage you could indicate in Compressor that your footage is progressive.
