Video Bitrate too high

Hi,
I have a problem encoding my final movie. The video was exported from Final Cut Pro to Compressor. I kept getting the same error, "video bitrate too high", I searched forums, and found that it was recommended that I lower my average bitrate in Compressor. I did that, but then I still got the same error.
I have a scene selection set up, and I just realized that if I remove the scene selection, the video formats correctly, with no errors, (with just the main video). When I was simulating the video, I saw that in the scene selection, the movies that were there, were playing back at least 2X as fast.
I guess that the "video bitrate to high" message was because of the scene selection. I first added a scene selection button, and then linked another button as the play button, using the same video file.
Any ideas,
