correct setting for 16x9 on a 4x3 tv

I am mastering a project that will be played on a wide range of computers, DVD players and TVs. I am having a problem getting the CG information to play correctly on 4x3 TVs. It is cutting too much of the sides off.
In DVD Studio Pro, I have the Display Mode set to 16:9 pan&scan, but there's another option for both 16:9 pan&scan and letterbox. Would that fix my problem? Or is there a way to tell a 4:3 player to play the video a certain way?
