A menu asset is prepare just like any video asset used on in a DVD.

If you are building the menu you want to bring in the file as a QT mov, same settings as your timeline. But I really recommend you get in the habit of building the entire menu in Motion or FCP and use the overlay method for highlights this is the way most professionals do it. This way you encode the menu to an m2v with Compressor, just like the main video assets.
