To put 3 hours of footage on DVD-9 you will have to encode your video at 5.88 Mbps CBR and AC-3 audio at 192 Kbps. This will leave just about 0.01 GB of free space on a disc.
You can also use VBR with max bitrate of 7 Mbps if your final output is a recordable disc, or 9.61 Mbps if the disc is to be replicated.
