Fadein of buttons

I have two questions I am stumped with.

I have a video background with a number of buttons over it.

1. I can fade in the background by doing a fade in with fcp then a loopback to avoid the fade in but the buttons themselves do not fade in - is there anyway of making buttons fade in?

2. In the same menu the buttons do not show their different states when moused over etc until the background video has finished - is there anyway of making them behave as interactive buttons when the video is playing?
