I've just noticed the same thing.

I usually render out of FCP but this week had a bottleneck and rendered my HD to SD down conversion out of Compressor and now I see these darn grey letterbox bars.

My workflow:
1080i50 Prores HQ master quicktime into compressor
Prores HQ recompressor with custom downsizing in the Geometry tab using the 16:9 padding option which correctly situates the 16:9 frame within the 4:3 letterbox.

And et viola! grey letterbox bars. ??????? and this from a pro-application. Perhaps if I hadn't had to play this movie out 3 times due to various technical issues I'd be a bit more sanguine about it. Really Apple.

(i've been a mac fanboy for longer than I've known my wife but like Steve Job's health, my fanboy credits are almost all GONE! not that Apple even bother to read these comments.)
