DVD@ccess file paths

I hate to add another DVD@ccess bashing thread to the pile, but here goes...

Even on PCs with DVD@ccess installed and running, I've had trouble getting this one disc to work. Web links work just fine, but opening a simple pdf doesn't work. Could it be that the Windows machines just aren't finding the file? In this case, the file is at the root of the disc. I've enabled Joliet extension support on both the disc and the menu (DVDSP 4)

Here's the file path:
file:///DISCNAME/Filename.pdf


So, it works fine on my Mac but on the PCs I've tested, web links work but file links do not.

Any ideas?
