I don't think that can be the problem - if you have an Auto Action button then it is going to Auto Action to wherever it's supposed to go before anyone could use any navigation directions. I don't usually assign any Up Down or whatever on the ones I use.
Here's what I did to test in DVD-SP
Created two menus: Both had two buttons on them. One above the other. Top button was set to navigate down to the bottom button. Bottom button was set to Jump to Menu 2 Top Button. Same on second menu.
To ensure they were working I "attached" text to each button which said Button1 Menu 1 etc. That way you could see it was working.
Tested it in Simulator, Apple DVD Player, VLC. All seemed to work...
