Complier error message: Video bitrate too high???

I am trying to build a DVD project in DVDSP and I am getting an error message that states "Compiler: Video bitrate too high" when I try and build a new project from a specific SD video file.
What does this mean and how do I fix this? I have never received this message before. I am working with a SD video file that I exported from FCP through Compressor to bring it to DVDSP. It is the second half of a live concert that I shot and the first half did not give me any problems (identical in format, length, etc) from export to DVD creation.
I have worked with other video projects (mostly HDV) without any glitches like this .
Any suggestions? Thanks!!
