Only thing i can think of is that DVD SP isn't aware of the 'quality' flag in the QT's.
Try opening one in QT, go to Properties, select video track and check the 'high quality' flag (below right).

In theory DVD SP should do this by itself, but one never knows...

Next, you should make them a track, not a menu. Perhaps the encoding for motion menus is different...

If all fails, encode in Compressor and import the .ac3 and MpegII files
