my project seems either squished on tv or zoomed

I have been struggling to burn a DVD that will work on both widescreen and standard televisions sets. However, my projects seem to be enlarged on television sets and squished on standard sets. Is there anything I can do besides just setting it to 16:9 because it doesn't seem to be working. In DVD studio Pro, I set it to Pan and letterbox. I am working with PAL. I'm becoming so frustrated.
